Strand Motors League Regulations
The following regulations
are taken from the Strand Motors Cricket League rules
and regulations and are produced here for guidance only. For any problems
that arise during the administration of the league or during a game
then you should refer to the printed and numbered rules and regulations
that are held by each club.
The
League
The league is known as 'Strand Motors
Cricket League', and exists to provide competitive limited overs cricket
on a weekend to any elected club

Officers
of the League
Chairman- Responsible for the conduct
of the league meetings and assist the secretary in the day to day
running of the league. In the event of a tied vote at any meeting,
he shall have the casting vote
President- Assumes the responsibilities
of the chairman in his absence
Vice President - Assumes the responsibilities
of the president in his absence
Secretary- Responsible for the day to
day running of the league and for the keeping of the minutes of each
league meeting and the calling of all league meetings
Treasurer- Responsible for the collection,
banking and accounting for all money belonging to the league. The
financial year will be from March to March and a final balance sheet
will be presented at the annual general meeting
Results/Fixtures Secretary- Responsible
for the arrangements of league fixtures, pitch allocation and the
collection of the results from league competitions and the preparation
of league tables etc. and for submitting same to the press for publication
Social Secretary- Responsible for the
arrangement of the 'End of Year Presentation' and any other social
and fund raising activities

League
Governors
The league shall be governed by a league
committee that shall consist of the chairman, president, vice president,
secretary, results secretary, social secretary and treasurer and one
representative from each league club. This committee shal also meet
and rule on disciplinary matters

League
Meetings
-
Annual General
Meeting - Held before April each year and all member clubs
shall be informed of the time and venue of the meeting by the league
secretary. The only business to be discussed at an AGM will be

AGM

Election of officers
for the forthcoming year

Changes to the rules
or constitution of the league
-
Extraordinary
General Meeting - Called by the secretary at the request
of the secretaries of at least 2 members clubs, the items for discussion
must be circulated to all clubs at least 2 weeks before the EGM
and only this matter shal be discussed at this meeting
-
General League
Meeting - Held at least once per month during the league
season. Any business may be discussed except for changes to the
rules or constitution of the league for which an EGM must be called
- Non attendance at meetings
- Teams should have a representative at all meetings

League
Standing Orders
League meetings will be conducted
according to the following standing orders:
- Agenda
- Apologies
- Minutes of the last meeting
- Correspondence
- Officers Reports
- Motions
- Any Other Business
- Quorum - 5 Representatives
from at least 3 league clubs

Voting -
Only members of the committee shall be eligible to vote with the
exceptions of AGMs and EGMs where all registered members of member
clubs shall be entitled to vote

Motions
- All motions shall be passed by a simple majority, except for changes
to the league rules or constitution where a 2/3rds majority shall
be required

General
Rules
Players may transfer from one
team to another providing that
- The results/fixtures secretary is informed
of the change of registration
-
The team from which
the player is leaving has been informed by the player concerned
at least 6 days before his first game for his new club
-
The player has no
outstanding financial commitments with his previous club. Players
in breach of this rule shall be suspended from all league compettions
until his financial obligation is honoured. No player shall play
for more than one club in any knockout competition
-
To be eligible to
play in the initial rounds of the knockout competitions, a player
must have played in 1 league match for that season. To play in the
finals thy must have played in 3 games in that season

Competitions
-
The league shall run
3 competitions, which will be known as the league competition, the
league knockout cup and the league plate.
-
No team is eligible
to play in any of the league competitions unless it has paid its
annual league registration fee, the amount of each fee will be decided
at the AGM
-
Teams playing in the
cup and plate competition shall share expenses for those mathes.
The home teams to book and pay for the pitch and match ball. The
away team to pay half that fee on the day of the match
- The league shall cover expenses for the
pitch and ball for the cup and plate final
-
Teams playing at home
in all matches shall provide a new match ball that match or an alternative
approved by both captains

The knockout competitions
shall include the rules under league knockout cup and league plate

Points
System
All items not covered by
these rules shall be referred to the league copmmittee whose decision
on such matters shall be final.
-
All matches shall
be played according to the 'laws of cricket' as laid down by the
MCC for limited overs matches and will be a maximum of 40 overs
per game
-
The winning team shall
be awarded 10 points
-
In the event of scores
being level, the winning side shall be the one that has lost the
least number of wickets, this to include those wickets short
-
If scores and wickets
lost are level each team shall receive 5 points
-
The losing side shall
receive nil points
-
For games rained off,
teams are not awarded points. The calculation of average points
on the league table is not effected, as the number of games played
is not increased
-
The league table position
is calculated by dividing the number of points won by the number
of games played (not including rained off games) The team with a
higher average for each game played, holds a higher league position
than a team with a lower average for each game played
-
Any team failing to
turn up for the game will forfeit that game and this will count
as a game played with nil points being awarded to the team failing
to fulfil the fixture. The opposition will not receive nil points
but the game will not count as a being played thus not affecting
their league avereage. Any team that fails to fulfil a fixture will
pay the opposition the cost of the pitch hire if they are the away
side and if it was not possible to recover the cost of the pitch
hire

The maximum overs
per bowler shall be 7 in all league competitions except in a re-played
cup or plate match which shall be reduced to 20 overs with a maximum
of 4 overs per bowler. There is no limit to the number of bowlers
that may bowl in any of the league competitions.

A side must have a
minimum of 7 players to enable a match to commence. the numbers
must be maintained at 7 throughout the game otherwise the game is
forfeited. If the numbers go below 7 in the first innings, the offending
team loses all points for the game and the other team received full
points. If the numbers go below 7 in the second innings, the offending
team loses all points for that innings and the other team received
full points for that innings (first innings points stand). In both
cases, individual performances stand

Players short shall count as a wicket down
In the event of a batsman
retiring hurt, or being unable to bat due to an injury received in the
match, he shall be entered in the score book as 'retired not out' and
will not count as a wicket down unless the rest of the team are out.
Their individual average will count as 'not out'
Each team shall provide
a completed score sheet signed by each captain to the results secretary
by the Tuesday following the match

League
Knockout Cup & League Plate
-
The draw shall be made
by the league committee
-
The competition shall
be open to all registered clubs
-
The competition shall
be run on a straight knockout basis
-
The winning team shall
be the team that at the end of a complete game
- Scores most runs
- If equal - Loses fewer wickets
in attaining their total should scores be level
- If equal - Has the faster run
rate at the half way point (20 overs)
- If equal - Loses fewer wickets
at the half way point (20 overs)
- If equal - The halfway points are
then continually halved until a result is achieved i.e. 10,
5, 3, 2, 1 overs
